Post of Chief Operating Officer of the APEC Secretariat APEC is looking to recruit a dynamic Chief Operating Officer (COO) for a 2-year term (with the option for a 1-year extension), a senior management position in the Secretariat, who reports directly to the Executive Director. The COO is primarily responsible for the day-to-day management of the APEC Secretariat, specifically in the areas of Finance; Information Technology; Administration including human resources; Communications and Public Affairs; and Project Management. The COO is also expected to cover the duties of the Executive Director including overseeing policy work relating to the operations and functions of the Secretariat, in his/her absence. The successful candidate should be from an APEC Member Economy and must possess: strong leadership qualities with a proven track record in management; good communications skills; high political acumen; and multilateral work experience, preferably in trade or economic related areas. He/she must have 10-15 years’ work experience, 5 years of which must be in a senior executive capacity, with experience in the areas of strategic planning, administration, human resources, finance, IT and communications and public affairs. Only short-listed candidates will be notified. • Assist the Executive Director to oversee and coordinate the operational work of the APEC Secretariat’s Finance; Administration, including Human Resources; IT and Communications & Public Affairs Units undertaken by respective Directors. • Provide long-term strategic direction in developing the Secretariat’s IT and human resources program after consulting the Executive Director. • Provide direction in developing Secretariat’s annual and forward budgets. • Contribute as a member of the Secretariat’s project management team and provide advice to the latter in areas relating to the COO’s responsibilities. • Provide corporate management support to Program Directors, who have prime responsibility for liaison with, and are the main points of contact with APEC fora in the conduct of APEC’s activities. • Oversee the Secretariat’s ISO process. • Cover the duties of the Executive Director including overseeing policy work relating to the operations and functions of the Secretariat, in his/her absence. However, in cases where more significant policy issues are concerned, the COO must always consult the Executive Director. • Other tasks as may be assigned by the Executive Director. QUALITIES AND QUALIFICATION REQUIREMENT - From an APEC member economy; - Possess strong leadership qualities with a proven track record in management as well as excellent interpersonal skills and relationship-building abilities, preferably obtained in a multinational organization; - Possess 10-15 years’ work experience, 5 years of which must be in a senior executive capacity, with experience in the areas of strategic planning, administration, human resources, finance, IT and communications and public affairs; - Possess good communications skill including ability to convey information in a concise manner. Fluent in English is a must; - Possess high political acumen including a keen sense of political sensitivities of member economies; and - Possess multilateral work experience, preferably in trade or economic related areas. |
